I've never answered this unrecognized number. After the first call years ago I blocked. Never rings. But shows on log. Calls are concentrated on two days, usually twenty days into a month. At least two or three calls each day.

Second day getting three calls a day from this and same prefix different last 4 numbers. They are speaking in a foreign language repeated twice via a recording. It is an Asian language like Chinese. This morning they called at an illegal time 7:55 AM Pacific Standard Time. This is horrible I can't answer as it is an automated call in s foreign language.
