Recently I began receiving strange robocalls from an unidentified electronic caller..message is always cut off at the start of the message, it says: ..."filing lawsuit against you, to get more information about this case file please call immediately on our department number call (360)358-2744." IS ANYONE ELSE RECEIVING THESE? HOW AND TO WHOM DO I REPORT THESE SPAM CALLS?!?! And no, I have NOT called them back, and have no intention to do so either.

These folks do not obey the law so no, not much you can do about it except block the call.
When I am peeved enough I will reverse it and run a lookup, # is usually spoofed to seem like it is in the states when it is VOIP from across the pond.
This is why all my replacement phones a 1# requirement is high number of available blockable #'s.
