I saw on another forum that it was Sierra Club, which I was a member of last year. I called back, got an automated message and was able to ever my number to be removed from their list. Since I had given my number to them, contacting them directly is the only way to remove my number from their list- the FTC DNC list doesn't apply in instances like this.

When I picked up the phone it was a prerecorded message claiming that my company was being investigated for something and that this call was to verify our information. At first I didn't realize it was prerecorded because it just sounded like a mean aggressive man but when I demanded he identify himself and he just kept talking I knew it was a fishing scam.
